The Best way to view the surroundings is to get on the rooftops. Find a couple of Trees/Bushes near a roof eave or overhang. Jump on top of bushes/trees and then aim for the roof. Press the JUMP button, directly followed by pressing and holding the FORWARD button. If done right you will pull yourself up onto the roof. You now can walk like normal. Some Buildings require you to jump up to them.
